Why not to speak

This time I wonder it is good to speak or not.
Since from childhood we used to teach not to speak unnecessary. Respect elder and younger. But when someone did something wrong it is good to say something or be silent.
I remember the day when someone did something wrong and I said this wrong.... Then he used to shout at me be he was older than me.. We always used to teach don't say anything even we know this is wrong..... Why not to talk ??

Always being silent is not good....
Even wht happen around us we didn't say anything .... Jaisa chal rha hai chlne do... Saristi ka santulan Bigdna nahi chahiye ....
Some took the advantage of being silent and be act as a dumb... From it everyone
